Likely this secrecy is designed to make some rich people richer.  Consider the players:

…multi-year climate study undertaken with first Booz Allen Hamilton Inc. and then Stantec Inc. Although the report was completed in April 2017, its conclusions were kept private until this November, when a partially redacted version was obtained

Stantec is a well connected consulting firm that helps push the expenses for pipelines and fracking onto taxpayers. Booz Allen Hamilton is Edward Snowden’s former employer, a private version of the CIA that provides services to corporations.

When real estate values in one area go down, they go up in some adjacent area. Hiding the info about which areas are going up and which down is likely designed to help major players get in front of the shift and make maximum dollars off of it.

Also, wow New Jersey is F’d ! Even the 2045 map is terrible.
