I looked for an official announcement, but all I could find was an assurance that the votes are being carefully checked. I will surf some more.
Here is a video of the elections director saying all ballots have been counted. I believe that leaves Biden ahead by about 20,000.
CNN is calling it for Biden.

With 99% of ballots counted, yep, he’s got it. Now he needs to hold Nevada and Michigan and he hits 270. Then we get to hear 2+ months Trumper tantrums. Or, Trump carries Michigan and he wins.
Regardless, it looks like there will be a recount in both states. The corporate media is going to eat this up and blab about it 24/7. I’m so glad I don’t give a fuck which asshole wins.
