I have dealt with these “intellgence analysts” in two different federal agencies. Those I met were complacent, usually former military, concerned mostly with sucking up to their superiors, hoping to work as little as possible until retirement. In other words, unmotivated slugs who weren’t very bright. It should not surprise us those who sounded some alarm were ignored or supressed. I expect it to happen again.

Like those who thought up the scenario in the military – there were even drills scheduled for 9/11/2001, though that was supposed to be an accident.
Or ANYONE who read Tom Clancy’s Debt of Honor from 1994.
And we will never know why the fighter escorts for 9/11 didn’t appear.
But that would make it into the conspiracy theories . . .

Richard Bruce Cheney took that binder and it was never seen again.
We are an arrogant species, believing our fantasy based "facts" are better than the other person's fake facts.
The older we get, the less "Life in Prison" is a deterrent.

Somebody sure made a shitload of money from United & American airlines, when their stocks took a hit from losing 4 airplanes in one day. Now why would somebody ever buy such a thing, unless they had a “really good feeling” that something was going to make those stocks tank.
The fact that these “put options” were purchased made headlines back in September 2001. But if there was ever any sort of followup on the story, we never heard about it down here in Hell. I’m going to guess that we would recognize the names of the people who made these purchases…..

I was young and dumb at the time, and thought Carter was being so smart by luring the Soviets into their own Vietnam. But at least I was aware of what was happening. Then when Reagan gave the Mujahedeen Stinger missiles, I started to have doubts, since these guys were such Sunni fanatics. I thought even then that this could come back to haunt us.
It’s important to remember that the Afghan Revolution in the 70s against the old feudal system started off locally, and was led by Afghan socialists, not Russian ones. What I didn’t know then was the mineral wealth in the Afghan mountains, which all of the great powers coveted then and now.

is the headline of Bush’s Aug 6, 2001 daily briefing (!)
It specifies: “patterns of suspicious activity in this country consistent with preparations for a hijacking” of U.S. aircraft.”
The WTC had been attacked on February 26, 1993 by a similar group using a truck bomb under the North Tower with the intention of collapsing the North Tower into the South Tower.
It wasn’t lack of imagination — it was at the very least active denial of completely believable and consistent intelligence.

IMO arrogance was more a reason than lack of imagination.
The elite at the top of W’s admin got the memos about Bin Laden’s determination to strike inside the US, the elite dismissed them and went on vacation.
History doesn't repeat. We just make the same old mistakes in new contexts.
