It was a flawed plan from the get go, as people could sense that measures to avoid disasters, and deal with inevitable leaks, were half hearted, and after thoughts only applied due to protests and the threats of having the work stopped.
People understood that eternal vigilance against greed wasn’t going to be effective enough to have a pipeline that would be acceptable.

Obama blocked the project. The pipeline owner, TC Energy, responded by bringing suit under NAFTA to challenge Obama’s action.
That suit was dropped when Trump granted a construction permit. Trump later granted a full permit to construct, connect, operate, and maintain the pipeline.
On Biden’s first day in office, he issued an executive order revoking that permit. (Link)
Faced with the renewal of opposition from the federal government, TC Energy decided that it had had enough.

Yeah, I don’t think anyone really believes they quit out of good will and a desire to do what’s right, however, I’ll take it and dance. Don’t forget the abuse of the protestors and their injuries. Blood payed for this win.
