I believe it’s a a standard industry process – when things start to go wrong, or even just unexpectedly, shut it down.
A family member just bought a Tesla – he’s been amazed by how much of it requires operation from his phone.

The behavior of the riders is the same – on sidewalks and city streets in traffic. When they’re done, they’re often just left blocking sidewalks.
There’s a reason they get tossed into the river. The riders often show no understanding of common courtesy.
And they are banned in the parks in Portland.
