and Bernie rejected it. I also think that there are FEC rules that prohibit a direct transfer. Contributor lists are deemed property of the campaign and can not just be given to another. At the very least Biden’s campaign would have to pay market value for that list.

It has to do with how IA calculates State Delegate Equivalents. After the last recanvass, Butti had a 0.04 lead in SDEs. Sanders campaign is recquested a recount in selected counties/precincts. The IDP charges the campaigns for recounts. That is why only a selected recount is requested.
